Make possible edit the site administrator

Make possible edit the site administrator roles straight from services under the user.

When going to a user who has the Full admin roles tab "Administrator roles" and trying to edit the "Webex site administrator roles" under "Services" all the possible roles are grayed out. (No Administrator Privileges; Webex Site Administrator; Webex User Administrator; Webex Read-only Administrator).
If the Full administrator is downgraded to Read-only admin then choosing the above roles is possible. The customer would like to be able to change the "Webex site admin roles" without the need of downgrading the admin.
