Ops User role for Branding and Logo on Partner Hub

Define a Ops User role allowed to perform branding operations. Such operations should be performed by marketing team.

Currently, only the Master Admin can perform such operations. For security reasons, the Master Admin password should not be given to marketing team.

Permissions for this role:

Modify colors, logo and product descriptions on Control Hub, other portals, and applications.
