Add VC poor minutes report into Rooms and Desks Detail Report

Currently VC poor minutes report can be found from

Control hub → Analytics → Devices → poor mins, save as CSV

In future if can add into Rooms and Desks Detail Report will be great

And allow to configure by different timezone
