Support for InformaCast Broadcast Emergency Audio and Text messaging

Customers are looking for an intrusive experience to get a user's attention in the event of a real emergency. This includes live audio broadcast playback and content on the display. This exists today in a hard desk phones, and needs to be extended to software calling clients. One option is to embed the InformaCast notification protocol code.
