Correct UK Dial Plan in WxC to allow users to be allocated 03XX Numbers

A current (Dec '22) UK WxC dial plan limitation prevents end users being allocated 03XX based NGNs which is allowed by Ofcom regulations/guidance - see "The ‘03’ number allocation process" which states that selected 03's can be allocated to "any organisation or end user".
