Provide ability to assign "Attendee Only"

Provide ability to assign "Attendee Only" role to students on AD or Google Sync

Students should not be able to create their own meetings in our environment due to liability concerns. With this in mind, we want to add students using the "Attendee Only" role in our WebEx console, which can only currently be done through CSV. We see enrollment changes for students on a daily basis, and will need a way to keep up with policy assignments like this in order to utilize the service.

Auto license assignment of attendee feature is now in EFT.
However, this request may also require GROUPS so that some groups get ATTENDEE acct and some groups get HOST. This is planned for early 2021: https://jira-eng-gpk2.cisco.com/jira/browse/SPARK-84039
