The setting "Start calls with video on for

The setting "Start calls with video on for incoming calls" in Teams should be disabled by default

I constantly have to re-disable this option, either when I re-install, clear cache, or login on a different device. The number of times I get caught with my camera on unexpectedly is unfortunate.

In addition/alternatively, add an option to answer calls with or without video for every call (e.x. provide 2 options on the toast notification).
