Show enterprise directory contacts in contact list for every user and with presence

We are seeing an increasing number of requests where customers are asking to have their Enterprise directory group shown in the Contact tab of the Webex app. They specifically mention that they do not like to search the contact via the search bar especially due to the search constraints such as not being to search by number or extension. Some of these customers also do not have and do not prefer to use active directory sync. They want all the contacts to be in one place in the Contacts tab and be able to see their presence. Also they mention this function is readily available on competitor platforms.

Currently, we are aware that we can create a custom generic personal directory for each user and use the contacts migration function in Control Hub to achieve this. This is a painstaking process and please note that currently if we add these generic personal directories, there is no presence ability. If we manually add a contact via the Webex search bar there is presence. We also do not have the ability to maintain these generic personal directories for the customer and only see this as a temporary workaround.
