Enforce the limit of allowed number of location (mobile numbers) that can be configured for Office Anywhere feature

Currently the user is able to configure unlimited number of Locations (mobile numbers) in Office Anywhere feature.

Currently there's a recommended limit of 25 , however it's not enforced, and user can configure hundreds of locations.

We need to Enforce the limit of allowed number of location (mobile numbers) that can be configured for Office Anywhere feature.
