Prevent users from having weak password

Prevent users from having weak password based on list of known weak passwords.

We would like the system to prevent subscribers from picking weak passwords. We would like to go beyond one upper, one lower, one number, etc. We would like to prevent subscribers from picking known weak passwords like in the list that is provided on system on the AS.

We would like to limit the exposure to security breaches and toll fraud from happening.
