Enhancement for the Automatic license assignments in Control Hub

Add additional options to the license assignment apply scope (User statuses filter)
Control Hub > Users > Licenses > Organization-based management

Currently, the only scope options are Future users and Existing users which will also assign services to users that have been deactivated.
