Reflects the frequent updates for webex app in windows programs control hub

currently Webex App version in Control Panel will display only the version that is used to install the app the first time, then the frequent updates for the app will not be reflected

Some monitoring tools fetch record from control panel and hence reporting incorrect version detail, which is not useful in troubleshooting Webex issues.
