There is a function in the old (soon to be deprecated) XML API which allows the retrieval of a subset of users whose accounts were created within a given timeframe. My company uses this functionality in our user provisioning process to periodically update new users with tracking details. An equivalent functionality in the REST /people API should be made to replace it in its deprecation.
