Transfer time to operator in Auto Attendants to be customized at org and AA level

Currently the setting exist in BWKS to be modified.

This time currently's default time is 10 with no option to be changed other than BEMS.

Customer alleged this can be modified in CUCM.

The time modification only exist on BWKS level in AA, customer would like it to also be at organization level.
