External admins to be allowed to perform changes of calling settings (Rialto/Broadcloud)

Currently any setting change related to calling is limited for External admins as the back-end Rialto/Broadcloud is not supporting the external administrator role.

In a lot of Partner - Customer relations the partner admins are being added as external admins in order to support the customer needs and accordingly have correctly working full admin access to other configuration settings in Control Hub.

But this is not the case with the calling settings, as Rialto is not supporting the external admin as a role.
