Allow admins to assign permission to users/groups to use Virtual Background

Currently Virtual Backgrounds have general controls that affect the whole users in a site/org.

Allowing the admin to assign those permissions per user or per group (as they are already been synced from Directory Sync) will allow a more refine control in certain situations. One example of this is in a school where the admin can allow faculty/teachers to use customer or any type of virtual backgrounds but not to students
