Allow changing of location / Primary Line without removing call license

Allow for changing of users primary line in Control Hub without needing to remove the calling license.

    Changing primary lines should be supported within the current user's location. A new "move user" capability is planned for 1H CY 2023, which will allow users to be moved from one location to another (and if the number cannot be moved along with the user, then the option to assign a new number/extension). This move user capability will retain as much as possible of the user's original settings (e.g. voicemail, call settings), but the location-specific information will not be moved (e.g. emergency call back numbers may be updated to the new location).     This is really starting to be a hassle. Customers really question why this is necessary as well.
