Provide CODEC Selection Options for end user devices

CTL has multiple customer requests asking how to set the CODEC type for the phones and the clients versus using CODEC negotiation. They are specifically interested in setting G.729 for all of their devices.
Right now, in CAP/REP (user devices), we allow the selection of :

-"No Compression" - G711 Codec call.
- "Normal Use " - based on negotiation of priority Codecs such as G729, G722 and /or G711.



This is a request to allow setting a specific CODEC, i.e. G.729.
