Add "department" as a Webex cloud directory attribute name with Azure AD sync

Currently don't have that as an option. When you click a user, it just states the Title.

Since we previously sync with Directory Sync, some of our users are showing Departments and most are not.

We also migrated from Active directory connector which populated the WebEx department field, however on moving to the Azure AD Wizard department isn't supported on the Webex side (which seems like a big oversight). We now have users that are moving departments and they are not updating and there is nothing in the control hub to allow admins to modify the field.
We have found that we can modify the field via the API, but that isn't a step that I would want to hand to my service desk.
