/meetingParticipants API should return all attendees regardless of role for inProgress Webinars

Opened on bahelf of Solutel who need to be able to see all attendees regardless of role for inProgress Webinars. Currently the API will only returned panelists, which would be anyone that is unmuted. Once someone is muted then the API no longer returns them until after the Webinar as ended.
