Provide agents with the ability to compose an outbound digital message - Email, SMS, Social

Currently, in WxCC with digital channels agents are only able to receive digital interactions. Users require the ablity to compose and send a msg to customers via digital channels. e.g. compose free-hand message, select channel (email, sms, social) enter recipiant details (email, number, twitter handle etc...) or select from contact list.
