Enhance /reports API so admin can see all created reports in their org regardless of who created them

Currently one admin cannot see reports that have been created by another admin when using the /reports API. This causes issues as orgs are limited to 50 reports at a time and if one admin has created reports and another one tries they could receive an error about the limit being reached even though they show far less than 50 reports when they GET /reports. There seems to be no way to determine the total number of reports that have been created since admins can't see each others reports.
Also, reports created through Control Hub do not show up in the /reports API and reports created through /reports API do not show up in Control Hub.
