WxC cannot detect Webex mobile app disconnection

When a WxApp user on a Mobile device is registered for Push Notifications(PN), WxC doesn't get feedback mechanism from Apple (APNS) and Google (FCM) to indicate if the PN has been delivered or not.

This will lead to WxC sending a 180 Ringing msg regardless if the user is connected or not.

So in a network down situation, or when a user turns off their mobile network, callers will still hear a ring back tone.

Also it will impact customers using the feature Survivability GW while using CCP, cause providers except a SIP response to redirect the call.

We need a mechanism to have the WxC respond with a SIP error msg when the WxApp user is disconnected.
