Add reactions to Webex REST API (like adding a thumbs up to a message)

As of now, the REST API doesn't offer all functions of the Webex Clients. For reactions, I had a use case where an integration would auto react on certain messages on behalf of a user. Also, possibly first step for

    I'd like to be able to use the API to tie to a hardware device to be able to trigger reactions. Great idea here

    This is not a duplicate of the idea above that only talks about retrieving reactions (as opposed to adding reactions).
