Control Hub Allow external users and specify the blocked domains for internal and external meetings

right now the option is to block all external and allow approved domains, in most situations this will not work with our customers because usually, they can't limit the approved domains from all their organization departments.

but if it's the other way around "allow all external and block only the specified ones" then it's more practical for admins to do it.
