Allow 311/411/511 dialing on Webex Calling Cisco PSTN

Webex Calling with Cisco PSTN currently does not support the full list of N11 dialing (https://en.wikipedia.org/wiki/N11_code). It only appears to support 911 and 988. All modern SIP providers should be able to create route patterns for these service numbers.

    Thank you for the suggestion. Actually we find that most landline providers do not support N11 besides 911, so this is definitely not unique to Cisco Calling Plans. These services tend to be consumer centric more than business centric, even though they may apply to businesses as well. They also are to a large extent very geo-location specific. Accordingly, mobile operators tend to support them more than landline operators. There is a cost to a service in providing such capabilities, so we would need to better understand the use cases and the rationale of the request.
