Provide a more GUI-centric option for modifying softkeys

Currently, when modifying softkey options, you have to enter a string listing the order and options for each call state. This means that typos can get in the way and you need to keep a list of all your potential options available. CUCM's GUI-driven softkey template creation was much easier for administrators to work with.
