mprove the logic between the mobile meeting and the video endpoint to be as seamless as possible (one button hand off)

allow proximity share for the ios/android mobile with VC devices which are already in the meeting ? currently if the Video endpoint is already in the call and you would try to share via pair (pair is successful) there is a message. when doing the same from PC desktop app it works fine

Steps to reproduce :

1.Dial the meeting number on the touch 10 in the room.

2. Once in the call, open the WebEx meetings applications on mobile device

3. Select "connect to a device"

4. Choose the relevant room

5. it tells I'm connected

6. selectshare to device

announces its about to broadcast and counts down from 3.

timer runs for about 2/3 seconds then it stops and reads the message:

Live Broadcast to Webex meet has stopped due to: The device is being used, so you cannot share to it. Try again later

Business Justification

The Teams app recently implemented a feature that made the transition from a mobile app Teams meeting to the video endpoint pretty seamless (one button touch), the same from the Webex desktop app, desire is to match it for consistency across platforms
