please check the ability to add manage the hybrid calendar service privileges using the auto assign templates, as the current two methods available "manually, and using CSV file" is not the best ways to manage users more than 1000+ on a daily tasks.

exact option "admin.webex.com>>users>>***>>hybrid services >>Calendar Service"
