Currently, with the webex calling solution, this is impossible.
it would be interesting to be able to merge SIP and ISDN calls.
actually MS team can do this. it's hard to explain to the customer that this feature isn't available with cisco.
You can use a LGW (for instance Cisco CUBE) to terminate an ISDN line and use the dial peer on LGW to route calls to Webex calling users.
