Force one way media solution for Guest user on inhouse-KMS sites

A limitation arises when a guest user joins an inhouse-KMS site meeting as the (new) whiteboard fails to load. However, this limitation does not apply to the "Classic Whiteboard." To address this issue, the product team should enable guests to request a one-way transcoded video of the whiteboard, ensuring that they can view its contents.
