Enable OCP through AD

Currently, OCP enablement is not supported through AD sync.

It's important to confirm whether the issue is a defect or a potential product improvement. When adding users through dir sync, the process should be consistent with adding users manually. To meet customer needs, users should have the option to enable/disable this feature at the group user sync level or through license configuration.
