Make forwarding options (forward busy/no answer etc) for internal an external calls

Make forwarding options (forward busy/no answer etc) for internal and external calls as it is in the CUCM.


For endusers it is needed to forwarding external calls to (for example) the main attendant. This is not needed for internal calls.

    2 of our existing customers already asked for this feature and were disappointed its not available yet.
