change location for workspaces assigned

provide the ability to move the workspace from location to another location without the need of deleting the workspace and re-add it again

    It would also be useful in the time being to state when a workspace is created that location cannot being changed. Also can this feature be removed from the Bulk edit as this provide erroneous feedback to state that the task completed successfully.
