Allow a device to be assigned to a location

Allow a device to be assigned to a location and override the user location

We have users that work in multiple locations and they have phone in multiple locations. The want to retain the extension in each location, but the Caller ID for 911 is assigned is assigned by the users location. We need to make sure that if our employee makes a 911 call that the correct information is sent base on where they are at and not who they are.
