Inconsistent dialing pattern for Singapore Mobile number that start with 9.

Inconsistent dialling pattern for Singapore Mobile number that start with 9XXXXXXX. Once we enable the outbound digit and use the 9 in Webex Calling to call PSTN and user dialled 94813523, the leading ‘9’ is stripped on the Webex Calling backend because the Singapore Location is setup with Outbound Dial Digit ‘9’. Once the leading ‘9’ in 94813523 is stripped the remaining number 4813523 cannot be routed as the Service provider need to receive 8-Digit numbers for Mobile Call. We don’t have any issue if users dial 8XXXXXXX or 9+8XXXXXXX.
