Provide Service Provider and Group Administrators ability to add or modify Alternate User ID in BroadWorks

Currently only the System Administrator can add or modify the Alternate User ID in BroadWorks. BroadWorks flow through provisioning is being used to add/modify users in Webex. The Service Provider and Group Administrators need the ability to change the Alternate User ID. Our largest Customer with over 4000 account in BroadWorks is requesting this ability.
