Jabber - Contact directory global pinning of key contacts

Our use of Jabber is in a clinical context, where users are often required to access key contacts (e.g. emergency numbers) that are common across the organisation for all users. It would be useful to be able to implement "pinned" key contacts, that appear at the top of the contact directory list for all users.
