Ability to disable/enable desktop address book contact for the site at an Admin level

At this time if an Admin would like to disable/enable the feature for desktop address book contact for the site, they need to contact cisco to get the toggle "desktop-addressbook-contact-enabled-ga-v1" enabled/disabled, they must be able to manage this at their end on Control Hub.
