Allow API Service Apps to connect to Reporting endpoints

Analytics and XSI scopes do not currently work with Service Apps. This limits the reporting functionality provided by the Webex API. Any automated, reporting solution currently can only work by connecting through an Integration. However, Integrations are tied to the developer's account in a way that is not compatible with the nature of an automated solution that might need to run even if the developer leaves their team.
