Ability to change the time zone in Emergency

Ability to change the time zone in Emergency Call Notification Email

The time zone in Emergency Call Notification Email is hard set to UTC time zone only. We should be able to change it to suit the local time zone so people can easily read the report with the correct time.

Or it should at least default to the timezone of the Location from which the 911 call was placed.
