Wx4Bwks Client - Call Decline behaviour should honour Device policies

There is currently inconsistent behaviour on the Webex Desktop client in regards to Call Decline in Call Policies.


If the Desktop client is not 'attached' to a physical handset then the Webex Desktop client honours the enable/disable Call Decline setting under Call Policies. I.e. If it is disabled then declining a call on the desktop client does not stop it ringing on other devices.


Once a device is 'attached' to the desktop the client stops honouring the Call Decline setting under Call Policies. I.e. If it is disabled then declining a call on the desktop client does stop it ringing on other devices.


The client should honour the setting applied.


This causes confusion and prevents us from offering it as a configurable option to users as we do not have consistent behaviour.
