Looks like a general problem with webinar. If you enable to access webinar settings on the meeting site and you go to the user -> meeting -> select the site -> on the bottom click on advanced settings, a new tab pops up pointing to another portal (looks like old site-admin / https://customer.webex.com/wbxadmin ).
That might be the reason that ControlHub has no access to Webinar Settings. Webinar has to be integrated into ControlHub in general before addressing this feature request.
