Allow to assign the panelist role for the room devices during the webinars.

For now, by design, the room devices cannot get the panelist role during the webinars, it must be pre-assigned during scheduling.

Our customer asked to have the ability to assign this role to the room devices during the webinars, as this will be more easier and effective.
