Allow more than 100 line key templates

Because the line key templates are model-specific, and having dozens of locations with several different models, each needing a unique template, this number seems very low. Our organization is well short of having a line key template for each model, at each location, forcing us to manually configure line keys for hundreds of phones.

    Our organization would have need to support more Line Key templates. In our situation we have need of a line key template, specific to each model and site. We currently have 40+ sites and use 3+ models, which is already over the 100 template limit.
