Allow a room device ability to move between attendee and panelist in Webinar

Currently, a room device can join a webinar as an attendee, but the host has no control to unmute or ask for unmute of the device. For public meetings, the device cannot be a presenter. Allowing the device to move from attendee to presenter and back to attendee as the host sees fit would benefit all room device users and webinar hosts
