Add user badges with rules for applying so users know who others are

Implement a badging feature so that I can as a moderator identify people in my channel with a 'badge' or icon that shows some sort of 'status' that's relevant to that particular channel. Manual and automated badges would be awesome. Setting rules for "When member posts > 20 comments, move them to Awesome Contributor status/badge".
