Paging that can be mapped to specific phones/MAC addresses

Currently in Control Hub, paging can only be assigned to specific users and workspaces. Our customer would greatly benefit from the capability to assign paging to specific phones instead. We have various users that travel to different sites, and are part of their primary site's emergency paging group. If they are Hoteling at another site, the paging rules still follow them there. Assigning paging to specific phones would allow for the granularity needed to prevent false positive emergency responses.
