Override paging group rules when Hoteling at a different site

Currently, when a user hotels into a phone, their paging group rules carry over with them. Many users in paging groups travel to different sites, and if their paging group is paged, the page still reaches them. The main issue here is their paging groups are assigned for emergency-response purposes, so receiving a page from a different site has potential to cause emergency response at a separate location.

Our customer would benefit from an Organization-wide toggle to prevent Paging Group rules from carrying over when hoteling from different locations.
