Administrators can change general user account information.

but some sites have only one administrator and their site didn't have external administrator.

If the administrator forget account password and they canot receive any mail.

For example mail domain always deleted , online contract 's admin was a free mail .

In this situation they can not reset his password. They will unable to login CH .
